Your user account does not have the authority to allow some software accesses and changes in Vista. This is a smart security improvement, since malware then also does not have this authority. So for you to run repairs as your current user you need to make sure you have the authority, so the repairs have the authority.

Hhere you need to follow the steps in the link I posted to temporarily remove the restriction, which then gives authority for you, and the choices you make, to do the work.
